My item has been delivered and reviewed but the customer yet your still holding the money I am not happy.

We are not holding your money, we are members like yourself, Paypal is.
They are holding your money for the security of your account. You have not used it for selling for a very long time, and many dormant accounts get hijacked, first the seller knows of that, is receiving an enormous bill.
So, they wait for you to post out that item, and if tracking shows delivery, or in your case you have received a good feedback for the item, this is a new feature, as Paypal accept that now, and will release your money now within 4 days. If not call them, they are usually very helpful up there in Paypal Towers.
