Free insertion fees sept and oct

I mainly only sell whe I get the email invite for free insertion fees but my October invoice is showing loads for end sept and mid October. Has anyone else been charged for insertions after receiving a free invite from eBay

The rules have changed and auto relists are only free if you have any of your free listing allowance left.
