You need to send a cancellation request through the Resolution Centre and if the buyer agrees to it you get your fees back
if they decline then you pay the fees
If they do nothing you can close it after 10 days and get your fees back
It is better in these cases for the buyer to open a not as described dispute in the Resolution Centre and you deal with it through the dispute and refund that way
