I bought two LED floodlights from a Chinese Merchant. They both failed about 4 months after I bought them with less than 200 hrs use. The merchant engaged me in protracted emails promising finally to send replacements but didn't do so and has now gone silent. Is there anyway I can get redress? Is there any mechanism for warning Ebay about this merchant? Thanks
You are too late for eBay or PayPal to support you.
eBay does not offer any warranty.
For an item received faulty you have/had 30 days past the delivery date to open a case for, I received an item that does not match the seller’s description, in the Resolution Centre.

The PayPal MBG lasts for 180 days (about 6 months) but again is not a warranty.

Your contract is with the seller directly.
If the seller is U.K. based and a business seller Trading Standards may help you.
If you paid by card your card issuer may also help you. If the seller is abroad, you will have difficulty enforcing the warranty.
If the seller is a private individual, no warranty is implied.
Regarding alerting eBay regarding the seller the best way is to complete a case against the seller in the Resolution Centre
