Ebay says payment release will be with Paypal in 24hrs

Have a strange issue when I go to the payment received part it says payment will be with paypal in 24hours and When I go to Paypal it says On Hold by Ebay, I have been going between the 2 for last 3 days, what can I do to get the payment of items sold, as I am new any assistance will be helpful

As a New Seller your Payments are on Hold by PayPal at Ebay's instruction for 21 days. If you enter Tracking into Dispatch your Funds should be Released within 7 days or so. 

Looks like you have Sold 2 Items twice?  Did you have Non Payers?

Thanks for the response, it does help me in knowing what to do next, your explanation makes it all clear for me, we had 2 identical set of laptops and monitors which we have upgraded... Thanks once again.
