Dodgy pricing...

What are the rules on pricing something at £3.69, and when click on the listing there are multiple options starting at £7.95 and nothing whatsoever at the lower price?

 

Can anyone do this to get views and sales? Seems like an misleading click-bait exercise to me. That's like Tesco pricing bottles of whisky at £3.00, and when you get to the checkout they're at £19.00

 

Is this fair or permitted?

It's probably a misuse of multi variation listings but there must be something at the lower price or it wouldn't show it as an option.
