Disappointed with eBay

I am still waiting for a refund promised on the 29th July by eBay within 48 hours. They told me to contact PayPal which I did and they said it was eBay that owed me the money. I have since contacted ebay who promised to listen to the original phone call and message from eBay but have not got back to me within the same 24 hours limit. Can nobody take responsibility for this??

I know but i was hoping that eBay look at these and may offer a solution. I had a case open where the buyer lied to get a return, then change their mind and deliberately damaged the item. Ebay wrongly refunded them but then I won my appeal and was told I would be refunded within 48 hours. This was July and still no refund and I just keep getting fobbed off and lied to.
