Deleted account refund

Ebay have closed a sellers account. They wrote this to me (We're writing to let you know that we've removed an item you recently won due to concerns with the seller's account:
383801998359 - Samsung Galaxy A3 2017- 16GB - Midnight Black Smartphone) They then closed and removed his account. So EBAY have told me I have to ask them for a refund, but how can I contact them considering they have closed there account? Derrr.

You bought from a Hacked Account. There was No Phone. Open an Item Not Received Case with PayPal. Log in and find Contact Us at the very foot of the Page. Then Resolution Centre on the next page and Resolve a Problem. Escalate the Case after 2 days but before 20 days. Add in the Notes that EBay have Removed the Listing.
