What shall I do if royal mail charging me 11.10 as customs charge for an item ordered from China.. notice 143

But is not my first time I order some thing from China

you are charged when items are above a certain price, or they are caught by customs

It is up to you to know about any customs coming into the country
You are the importer and have to pay them
Even if you have bought from overseas before some items may slip through
This one has not and it is up to you to pay
If you dont and it is sent back to the seller you will have invalidated your money back refund
