If he can't pay via the listing then he wont be able to pay directly if you give him the details either as they are the same details so he's been a bit silly to ask that.
Open an unpaid item case right now and he either pays or he doesn't and if he deosn't then he can get a strike on his account for his trouble.
If no payment is made after 4 days then close the case and you'll get your fees back and can relist your item.
Add his name to your blocked bidder list too.
