How do I raise a complaint regards a seller taking my money, have this over a week, I then ask them for the tracking and they replied to say "sorry sold out we will refund you" they had my money for 5 days and just when it was due to be delivered tell me the item has sold out? Thank you

What is the latest estimated day of delivery on the listing
If you have not recieved your item and it is past the latest estimated day of delivery on the item description
then you can open a not recieved dispute one day after the latest estimated day of delivery on the listing.
You can do that at the bottom of the page under Resolution Centre
Escalate it too ebay after 3 full days
You have 30 days from the latest estimated day of delivery on the item description to open a dispute
You are also covered by the paypal money back gurantee if you paid that way so if you fail for any reason on ebay then open a dispute in papal
You have 180 days to open the dispute on paypal
Open the dispute and escalate it as soon as you can but within 20 days
You can then leave feedback but be careful what you say dont mention ebay or dispute
