This account is registered in the UK, if you are in the US now, sign out of here and log into www.ebay.com, call eBay Customer Support from the Help & Contact tab above, speak to a CS agent about re registering your account to the correct location.
They may well give you a code to call for them to call back on a landline, to make sure you are, where you say you are.
