Change feedback before refund?

Hi, i have had an item i bought months ago not turn up i emailed the seller and put feedback saying havent received item. Unfortunately i never noticed there was alot of other feedbacks saying the same until i did mine. The item wasn't expensive, i wouldn't lose sleep but the seller was saying they will refund after i change feedback, i said that is not right i am contacting ebay, so they finally said whats your paypal account (i thought i refund would just automatically be done why do they need to ask for my details) so i said when i get the refund you can send me the link to.change the feedback, then they reply sayimg to change feedback first again (something to do with account) this is a joke and i wanted someones advice. It's not about money it's about principle and a bad seller

Tell them that feedback extortion is against eBay policy and a reportable offence.

Then log into PayPal, find the transaction, and open an item not received dispute for it. Escalate the dispute to a claim tomorrow.
