i have had an offer of £1.00 max fee from e bay. Item must sell in first listing . Does this apply to any items that have not sold and I could re list them

Yes, as long as you list/relist during time specified, they qualify.

If they auto relist, you pay full fees if they then sell.

Of course it covers Relisted Items done manually. It tells you exactly what is covered if you read the T & C, which should always be read as they are not always the same.
