Can a buyer lie to eBay about their account being hacked so they can issue a chargeback from their bank?

Yes some buyers will lie.

If unpaid, open unpaid case after 4 days.

If you posted item, you have to show delivery by online tracking or you will be charged.

If I am correct, you were sending items by email, this is against ebay policy.

Ebay don't have authority to check bank, you have to prove delivery, same as any other ebay case.

Buyers can claim Unauthorised Use of their Bank Card. You need to prove Delivery to the Address EBay Sent you. Offering Drop Shipping could make it more complex to deal with.

Yes they can.  There is nothing to stop them, but there may be serious consequences for their eBay and bank account if they were found out.
