Can a buyer lie to eBay about their account being hacked so they can issue a chargeback from their bank?

Yes some buyers will lie.

If unpaid, open unpaid case after 4 days.

If you posted item, you have to show delivery by online tracking or you will be charged.

If I am correct, you were sending items by email, this is against ebay policy.

So are you telling me eBay just take their word and not check if their account been compromised?

Ebay don't have authority to check bank, you have to prove delivery, same as any other ebay case.
