Can you be outbid with the exact same amount bid on an auction

I recently bid onItem number: 233962682439

Can you be outbid with the exact same amount bid on an auction normally if im 50p less it will say you lost by this amount but its never the same amount or it will ask you to better your offer which this did not do.

Winning bidder put same amount as you before you did, so they win, 

if you look at bids, they also bid 2 more times with higher amounts (won't go above £422 as no one else put higher bid in).

except in the rules of auction it says someone must bid higher not exact same amount or have the rules changed

looking at the times i was the last bidder so i dont understand why it accept my bid if the other person bidded 20 seconds earlier normally it would say out bid
