There are other reasons, but at a guess, you may be hitting seller set buyer blocks ?.

Seller account settings can/will block bidders/buyers without a valid and linked PayPal account on file ... or does not post/ship to UK ... > https://sellercentre.ebay.co.uk/private/paypal-registration <   may need a PC/laptop to link your accounts.

Thank you for your prompt comment. But I have my PayPal account. I also contacted seller who said that he didn't know the reason for the block and recommended contacting Ebay support. Ebay support is worthless since I spent 1 hour to try and contact them with my issue but they purposely make it impossible to have them call me. They ask for the item number not explaining how I can obtain such number. It’s all frustrating since Ebay is ignoring to help customers. Support email address does no longer exist. Both seller and Ebay ignored my issue.

You may already have a paypal account but you need to make sure its "LINKED" as stated above.

Also try using a different browser like chrome or firefox

Try RElinking PayPal and eBay accounts,using a PC/Laptop to do so and then try to make payment ... App users are having many. varied eBay problems at the moment ... with no fix yet.

Thank you. I am using Chrome and my PayPal account is linked to my Ebay account (just checked). And just tried again to purchase it, no success. Keep receiving this msge - Sorry, we can't complete your checkout at this time. Please try changing your item quantity or check your account status.

I shall try. indeed I made changes in my PayPal account two days ago by adding a new credit card.

Thank you. I did the relink. It still doesn't work with this bloody seller who earlier said it was not his problem. I just tried to buy same product from another seller and it works. I can buy it from another seller. But this one (inspirevoll) has no clue what's going one with his blocked byuers. Thank you for your patience and help. Marat.
