While I am unsure what you are going on about - and I cannot see a question - if you are expecting something and it does not arrive then when the last date for delivery is past you need to go to the resolution centre [link centre below] and open a "not received" case. After 8 full days [if it has not arrived] then escalate the case and you will get a refund.
There is no other way.
