This is a classic scam! Don't fall for fake claims that eBay or anyone else will hold your payment safe until you have approved the vehicle (they won't!).
In a TV programme about organised crime, a senior police officer reported that one criminal gang alone in London had registered "multiple hundreds" of fake accounts on eBay to place fraudulent listings for motor vehicles. And this is on top of ordinary sellers not mentioning faults, or lying about the vehicle's condition.
The important thing to understand is that there is NO BUYER PROTECTION WHATSOEVER for vehicles bought here, however you pay. Many buyers don't realise this, which is why they're so easily conned and why fake vehicle sales on eBay are so attractive to criminals. In one day alone we heard of three buyers who each lost over £6,000 when the cars they paid for turned out not to exist.
The golden rule is not to pay anything, not even a deposit, until you have seen the vehicle, inspected it thoroughly, including the paperwork, and had an HPI check. Then pay in cash, which is the only method of payment that is safe for both buyer and seller.
If a seller comes up with excuses not to accept these conditions, walk away from it.
Beware ... you are being set up ... the vehicle may not even exist and you will almost certainly be scammed !.
For information ... eBay do not hold deposits or offer a Trial, Escrow or Delivery service for a Vehicle which may not even exist ... Do not pay anything including a holding deposit until you have seen and examined the Vehicle personally.
Cash on inspection/collection is the safest and best payment method for vehicles ... or ... mutually agreed Bank Transfer after you have seen and examined the vehicle and agreed the purchase, the seller then releases the Vehicle and documents to you ...
No PayPal payments including holding deposits should be made as there is absolutely No Buyer payment protection offered for Collection items/Vehicles.

Ebay have nothing to do with selling cars no contracts for 3 days inspection or any delivery or anything else.
The only way to buy a car is to go and see it and check it over and then pay by cash or bank transfer
There is no ebay or paypal money back guarantee
You do not pay any deposits or any money until you are satisfied the item is right
If you are not entirely sure then dont buy
There are a lot of scams on ebay and in particular on motors
At least you did the right thing being cautious and coming here
