Buyer won't return

My buyer has opened a return request but does not want to actually return. Instead he is trying to negotiate partial refund. He has been offered the amount an eBay representative told me was suitable but has since not responded to my request to accept this amount or return. The eBay app is urging me to refund. What happens if I don't hear from him & I don't therefore refund within the time limit

If your buyer opens a return request,  they have to return the item,  they need a tracking number or the 16 digit number from their proof of postage , to enter into the case details,  to prove they have posted the item to you.

 

If they do not have the above numbers,  meaning the item was not posted,  they will not win a case,  and the case times out in your favour after 30 days.

 

eBay do not recommend partial refunds,  this s purely between you and the buyer to either agree,  or disagree on.
