Buyer won't pay until viewed !?

I put a fish tank on for a short 3 day auction so that it was gone before Xmas as I had a new one coming, and stated payment by PayPal/cards only.
The winning buyer has messed me about and cancelled coming to collect it tomorrow and refuses to pay other than by cash until I let him come and view it on Christmas Eve.
I needed it gone and it's a huge tank and now going to have to cancel my new one as I can't fit both in my house.
Please does anyone have any advice ?
I thought if you bid on a PayPal payment listing, the rules stayed you had to pay !

That doesn't make sense.  He's coming to collect it tomorrow, but wants to view it on saturday ??

Sorry, but I would also want to view an item like that before I paid for it. I would have wanted to see it in advance, and full of water to check for leaks.

What's wrong with cash.  Paypal payments are not safe for collected items.
