Because you can only leave a buyer positive feedback and who would do that for a non payer.
You open an Unpaid Item Case and if the buyer still doesn't pay they get a strike on their account,2 of these and they will be unable to buy from any sellers who have their buyer restrictions in place,neither of you can then leave feedback.
