Buyer said item wasn't received after dispatch on 7 July. I chose 2-3 business days delivery and they said it still didn't arrive after 8 days. I have proof of dispatch but not the tracking number. Whose responsibility is it once the item has been dispatched, seller or carrier?

Seller If you have No Tracking to Confirm Delivery to the Address on the Confirmation Email which Ebay sent you.
Ask your Buyer to open an Item Not Received Case in the Resolution Centre. If you Refund within 3 Business Days your Ebay Seller Fees will be Credited back to your Account.
