Buyer offer accepted but then buyer did not pay. Can I leave buyer negative feedback?

Buyer accepted my counter offer but then decided not to buy the item. Reason given was that after ‘buying’ my item (and not paying for it) he/she was no longer interested because he/she had ‘now found one cheaper’.
I want to leave negative feedback but do not seem to have that option?

I tried to follow it thru. As I read it all eBay will do is not charge me commission on the sale?? Great.....
Maybe I should try to find something that seller has listed and then return the favour? I’d be happy to do that several times if they are not allowed to leave me bad feedback for my actions?
