Buyer never in to receive delivery

The buyer is never in for the delivery they have tried 2 times some the money is still on hold any advise

Perhaps buyer has changed his mind and is deliberately avoiding the delivery. 

If undelivered, you do not say who is trying to deliver, item will be returned to you. If so I would suggest cancelling the sale using "Problem with buyers address" as the reason.

The problem with that is it was sold on a no returns and tracking was provided to the buyer
