If I understand it correctly, Ebay do not automatically open an Unpaid case, until you cancel the sale,which can be after 5 days.
Ebay cannot do anything like this automatically as they have no way of knowing whether a payment has been made in some way that they would not know about.
As far as I know Ebay just send reminders still, it is the seller who makes the decisions.
I am not sure whether this new system is working yet and will be interested in seeing exactly how it works, although I don't really want a Non Payer to test it on..
