A buyer who repeatedly buys and not pay for goods with impunity

Hi there. I had someone bid and win on an item (some roof slates) that they arranged to pick up and pay on collection. They never turned up or replied to my further messages. I have since cancelled the order. BUT I have noticed that over a third of their received Feedback as a Buyer  are warnings from sellers saying he doesn't pay or collect; all on similar items. Since sellers aren't given the option to leave Negative feedback, leaving a warning on a Positive feedback comment is all they can do. To me it's very clear that this person deals in reclaimed buildings goods and is attempting to create false price spikes to inflate the prices of his own goods which he most likely sells using a different account. Surely this is against eBay policy, plus he's wasting a lot of Seller's time; it's just not fair. What can I do to bring this to the attention of eBay? I have since relisted the item and made sure to block him as a bidder. Many thanks, S.

If only sellers would open a non-payer case every single time [or use the new system] together with setting the preferences so that non-payers with two or more could not buy the problem would decrease. 

 

That said "collection items" do cause problems in that [in general] some buyers do not seem to understand the concept!
