I'm pretty sure you can kill it and stop it rising by using very hot/boiling water to mix.

I am sure that would kill the yeast, but wouldn`t you end up with pork pie pastry

Maybe you could cook it immediately before it has a chance to rise?
Does your dog object to puffy biscuits?

I'd second using water hotter than recommended to kill the yeast. Also if they do start to rise, giving the baking tray a sharp tap should knock the rise out of them I would think
