eBay hopes and promises then tells you you're not getting it

I purchased a product of a seller through eBay and the seller give me a partial refund and then I spoke to eBay about a full refund they promised me for a full refund brim burst and I found out by today I will not be getting that 

I've just been told by eBay I will not receiving the £7.93 as they been promising they have kept me on a piece of string

I am very dissatisfied about this situation I want full compensation plus I want full complaints been done as well this to take to the Complaining to an ombudsman

If this had happened to me I would get eBay on the phone with details of when they promised me a full refund. Usually this is enough for them to do it as a courtesy, especially for such a small amount.
