......because it's the cheapest method eBay can employ. That is, those card companies have already made stringent checks on who , anyone 18 + , can use their cards, so eBay use their completed verifications, for their own purposes to show peeps wishing to buy any bladed item, are over 18.
Yes, driving licenses, birth certificates, passports offer the same proof, but they would also require a large team of people to verify those papers, resulting in time, and more importantly a cost , which of course eBay would impose on its members... not a popular move !
Annoying for those without credit cards, I do understand the frustration, my parents never owned them ,so would be in the same boat, but it all boils down to cost and expediency.
