weHi I purchased an item from A seller in Ireland
the listing had total price and postage .
the postal costs were £13.88 no mention in the listing of any other fees
now I've been told I've to pay £65 custom fee
hiw do I stand I would not have purchased item had I known about this

Sellers cannot be expected to know about other countries' import tax. If you believe it should not be that high or if you decide to return the item you can claim some or all of the fee back. See: "If you’re charged too much or return your goods" on here:

You don't say how much the item was?
Items over £135 and located outside the UK at point of sale are subject to Import Duty as well as Import VAT and these are collected by the carrier at the point of importation.
If the item was £135 or under then Import Duty doesn't apply so Supply VAT would have been charged by eBay.
Ebay does include a warning about possible custom charges, where applicable, in the payments section of the listing. It is not the responsibility of the seller.

Ebay used to add a note about possible extra charges but i can't see it anywhere on the listing,nor can i find the change mentioned anywhere in the user agreement.

Yes, it would appear that eBay has removed that warning from the listing, although there is still a warning on the checkout screen.
They also seem to have changed the way the sale price is displayed for items sold by an overseas seller. Previously, the sale price only included VAT where the seller was registered for UK VAT otherwise VAT was added at checkout. Now the sale price includes VAT for all items where eBay is responsible for collecting VAT. This change should actually help to remove a lot of the confusion previously caused by VAT suddenly being added at checkout.
