if it's an actual eBay not received case its too old for the buyer to escalate it to a claim so it will just time out.

EBay does not [really] have "its own parcel service" it simply sells postage labels. Any problems go to the carrier.
As @plpmr says the case is too old to progress through eBay. However if the buyer is "clever" and knows the system they may still be able to claim through Paypal [up to 180 days] or a card chargeback.
If a parcel is lost in transit [and many do not like Evri] then the seller does indeed have to refund [and reclaim from the carrier if possible].
The "moral" is to retain records for up to 13 months [!!] showing carrier and tracking. You show evri and a tracking number - is that still showing anything after so long? @turbo-technicians

Thanks for replies, I don't know whose tracking number it is, it starts with 'HO'. I've tried Evri etc but it says 'number not valid'. eBay are threatening to take the money back 'from a future balance' so they can't take it straight from my bank or Paypal account I guess?
It does look like the Buyer has left it too late to make a claim.
I feel bad for them but it's really not my fault.

That number is an evri one.
It's likely not tracking because it's either too old or it never entered the system.
If you could make a claim it would have been through packlink because that's who you bought the label through.
But it's far to late for that as packlink only have a 30 day window for claims that starts when you drop the parcel off or have it collected.
You have to wonder why they'd wait so long to claim it's not been delivered especially if they are in the UK.
