I have been selling on ebay since 2003. This year my account has gained a below standard status due to 15% late deliveries and 7% cancelled orders. ebay have now applied a final value tariff fee of 6% which has been applied to my payouts. I have removed over half of my stock for sale on ebay as it's no longer economical to sell with this extra final value tariff.

If the account you are posting from is the below standard account, you seem to be selling 4 or 5 items a month, which is very low.
You have details constantly in your seller dashboard in the affected account - you need to constantly monitor these metrics and take action well before you arrive at a downgrade
7% seller cancelled orders or unresolved cases is extremely high - you are allowed 2% total - 0.3% or max two unresolved cases. You need to change.
Sanctions will increase if no improvement is made within the next two months - you can pull it back quickly if you can improve - post same day - load tracking as soon as dispatched - stop selling items you cannot deliver - ie stop cancelling - respond and resolve all cases opened - do not hope they will go away.
15% late deliveries is enormous given that uploaded tracking validated by the carriers website shows date of dispatch which protects you - no tracking or tracking validated by carrier after dispatch date will count against you - you need to up your game to get above standard - aim for top seller - it will help in the long run.
