order cancelled

I placed a order on the 18th May for shark Duo clean Floor Nozzle power brush head lift away it still hadn't arrived on the 25th May so I cancelled the order but the seller still shipped the goods and it arrived on the 29th I have been trying to return for a refund getting no where and the case now closed with no reason

What reason did you use for the return request?   If you used one of the change of mind reasons and the seller was a 'Private Seller' with 'No returns accepted' on their listing then they would have been able to decline the request.

I used no longer needed as it took 11 days 8 more days than it should have and when I opened the box the part had been used and not working properly but I purchased as new

If the item was used and not working properly, but had been listed as new, then you should have used 'Doesn't match description or photos' or 'Item is defective' as the reason.  The seller wouldn't have been able to refuse the return then.  You will have to turn to your payment provider now (PayPal or Card Issuer) and file an 'Item not as described' Chargeback.
