I’m a bit confused by a eBay seller I’ve had a frustrating encounter with. I bought 2 pokemon games for the Gameboy advance, delivery date came and went and nothing.
I emailed the seller asking if they were still being sent, response was that he would ship the next day, he never did.
I left it an additional week and no update. I emailed seller again and said if you don’t want to let the item go, 1. Why list it and 2. Please issue me a full refund. Response was he would refund me, that didn’t happen either.
He then became rude saying he had a life outside eBay even though he was listing other items and he wasn’t refunding, so clearly he was on eBay and ignoring me. I reported the seller to eBay which they said he would be under review.
I eventually opened a PayPal case, showing screenshots as evidence that he said he was going to ship, then refund but didn’t. PayPal found in my favour. But this morning I got a notification saying he shipped them items.
I don’t know what this seller is playing at. I immediately messaged him saying to please give me your address so I can send these back once they arrive.
What do I do? Report seller to eBay again?

You cannot report to eBay as you reported to PayPal, and have a PayPal case opened, and it will look like you are after 2 refunds.
Always best to open a case with eBay first, it's quicker and you're guaranteed a refund if tracking cannot prove delivery, and if claiming within 30 days of the item's last estimated date for delivery.
Never spend time conversing with a seller who is showing all the signs of not being helpful like yours was, you just open an eBay case for your refund.

I don’t think you read my post correctly. PayPal went in my favour and I got a refund on both games. Issue is, the seller still shipped the items even though he lost the PayPal case.
I wanted to simply report his shady behaviour to eBay. Seems eBay doesn’t do much with sellers like this.
It’s the shipping of items after PayPal refunded me is what’s annoying. Like am I obligated to send these items back or not?

Ok, there's a couple of things to consider here:
Firstly there is, frankly, little or no point in reporting the seller to eBay as nothing will happen: if you speak to Customer Services they will almost certainly tell you want you want to hear in order to get you off the phone; if you raise this in the Wednesday chat you will probably be told your feedback will be passed on but you will never get to know a) whether it actually is or b) if any action is taken, and if you report the seller you will most likely get an automated response that no violation has taken place.
Secondly you have now received a refund from PayPal. That is, in effect, case closed: you didn't receive what you paid for and you have been refunded.
What complicates matters slightly is that you have now been informed that the items have been shipped. However you only have that notification on which to rely - you don't know for sure that has actually happened. The seller may have shipped them, he may not - you won't know until something arrives. The seller may well have shipped something to an address other than yours and used that Tracking Number on your purchase, which will eventually show as 'Delivered' - but not to you. Again, you won't know unless and until something is delivered.
If the Pokemon games you purchased do actually arrive you have two options: 1. Contact the seller and tell them you are willing to return them but only if they provide a Tracked return shipping label or 2. Keep them (after all you have already been refunded).
Option 1 is the morally correct course of action though what response (if any) you get from the seller is anybody's guess. As for contacting eBay about what happened, I think it would be a waste of your time. They're really not bothered.
