Ebay do not allow shill bidding.
If you suspect sellers are doing this, you just need to avoid them.
This is what Ebay say:
If you think that another member is shill bidding, you don't need to report it to us. eBay has a number of systems in place to detect and monitor bidding patterns and practices. If we identify any malicious behaviour, we'll take steps to prevent it.

If you suspect that the prices of the items that you are bidding on are being artificially inflated by shill bidders then one option that you could use in order to eliminate the problem would be to specifically prioritise those jewellery sellers who have got their listings set up using the Buy It Now format. That way you won't have to worry about whether shill bidders are involved in the sale or not, as you'll know that you're only going to be paying the seller's asking price, plus the postage and packing costs quoted in the listing.
