Was there actually a tracking number? It's possible they didn't use any tracking. It's not compulsory.

Delivery times are just estimates. Nobody can say if a delivery company will deliver in those times or not.

As has already been pointed out, there is no way to say whether or not the item will definitely arrive on time. Therefore, the best thing to do in the meantime would be to wait for the item to arrive and see whether it turns up. I've ordered plenty of items on eBay that weren't even posted using a tracked service and they arrived on time. Ironically the two items that I have had problems with this year - one that didn't match the item description and another that never turned up at all - were both sent out using a tracked means of postage.
If the item still hasn't arrived seven days after the latest estimated date of delivery that eBay have given you then I would advise you to open an Item Not Received case in relation to the item. The seller will then have three business days during which to resolve the problem with you. If you and the seller manage to resolve the matter via the case then there will be no need to take matters further; however, if the seller fails to resolve the problem satisfactorily, or worse still, ignores you completely, then on the fourth working day from the date that you opened the case a blue button will appear in the case details. This is the button that gives you the option to escalate the matter to eBay, so if your seller is not being helpful click on that blue button to escalate the case to eBay so that they can step in and make a final decision. eBay usually decide cases in the buyer's favour, so should this end up being the final outcome then eBay will force the refund, regardless of whether the seller agrees with the decision, and you will receive a total refund of the money that you paid to the seller.
In the event that you open an Item Not Received case against the seller but eBay close the case in the seller's favour then if you can truthfully say that you never received the item contact your card provider and start a chargeback in order to secure a refund for the item you never received.

Personally I think delivery times have doubled over the last month / ever since the Feb 4th changes.
