So I bought a computer CPU on Sunday morning 26/5 and paid immediately , £279.74 including postage. Today 27/5 the seller says he is cancelling the order "due to a problem with the parcel size". I get a refund message from Ebay but money has not appeared in my account yet. The seller has now relisted the CPU at the same price and postage.
What could be going on here and would I be justified in leaving negative feedback , which I don't like to do ?

No idea why the seller cancelled your order and refunded.
Private sellers are coming under new Simple Delivery rules, which are causing certain issues with postage, and some sellers perhaps are just not reading up, and understanding the new system.
I'm not making excuses for your seller here, it's up to every seller to understand and keep up with constant changes.
Yes, you can leave feedback but mention nothing about a refund or any eBay involvement, that breaks feedback rules, just something like... very disappointed the seller did not fulfill my sale after I paid.
Once eBay notify you the refund is made, being processed, then it's not instantly returned to you, and does go back to original payment source.
If you paid with PayPal it goes back to your PayPal account fairly swiftly.
Paying with a debit / bank card? Can take up to 12 days to appear back in your bank account.
Credit card payment? This takes the longest, up to 30 days to appear back in the card account used.

I don't understand Simple Delivery so although I have a few items to sell they are just gathering dust at the moment. And the seller just relisted with the same postage cost. In the past when I have made mistakes and underestimated the postage I've simply eaten the cost and chalked it down to experience.
I paid with debit card so I suppose I'll just have to wait......
