On desktop, when I click "report item" (half way down on the right of the listing), it says
"This feature is no longer supported. To submit a report, go back to the item, tap the three dot icon, select "Help & Report" and then "Submit report." Or, tap the question mark icon and select "Submit report.""
Slight problem. There are no 3 dots on the listing (although there are on each of the billions of (un)related spam items covering the page). There is also no sign of a question mark anywhere. So how the ?!£$ do I report an item?! Since it refers to "tapping" (horrid word) I assume this message is intended for phones. Where is the system to report on a desktop?

If you scroll up and down, the '?' appears in the lower right hand corner (just below) the scrolling symbol. (I have never found the 3 dots!)
Be warned though, even if you do find it the reasons for reporting are scant and inadequate 😞

For an item you have purchased , from Purchase History page >> More Actions >> Help and report.
For an item listed for sale the ' Report this item' link is below the main photos and price and just above item specifics on the right.
I'm using a laptop and Chrome to see the above, no idea if it's possible or where this is, on the app or mobile browser.

Unfortunately that link has not worked for me for a while now - and it hasn't worked for the OP either as, if you read the OP, they state when they click the link they get the same message I did below.

As you indicated, from the original listing, you can scroll down the page until you see the "?" icon in the lower right, then use that to report the listing for policy violations or to report technical issues with the page.
For other issues where there is no obvious policy violation, you may be better off reporting the seller directly rather than the listing itself. You will have more of an opportunity to provide an explanation.

How bizarre I just did a test run on one of my items, it took me to , from More Actions>> Help and Report, then selecting Report Content the item came up and I could report it ! 🤔
I do use a laptop with Chrome and not that app! 😊

If you look at the screenshot below (one of my items), you can see the ? inside the circle, bottom right.
This is using a laptop and Firefox. The little question mark in a circle won't move even if you scroll down. Just click on it to get to 'report this item'.

Managed to work out this the other day.
Seems to be less options to report, including reporting private (business) sellers
Tried the other day to report a private seller with 1702 high end expensive brand new telescopes
and binoculars. Obviously all unwanted Christmas presents according to eBay.
Gave up.
Was going to bring this up in weekly chat. But anticipating the usual I hear where you are coming from and passing on to the elusive team I decided to keep my thoughts to myself.

'Keep reporting' they say. How, when there is no option for unreg business sellers. In the past when there was an option I reported an unreg business seller of (illegal) photocopies of knitting patterns - over 1000 identical copies sold on one listing. But apparently, there was nothing wrong with it.

I found the ? eventually, I didn't expect it to be completely disjointed form the listing, all the way off in the corner!
So I reported someone for doing something loads of people do. He's selling batteries, ranging from £5 to £40 (different sizes, and different numbers of batteries in the pack). But the listing comes up in the search as from £0.99 to 40 pounds therefore if you've sorted by price like I'm sure most buyers do, his comes up first but there's no battery for £0.99 because for £0.99 he's selling a sim card adapter which has nothing to do with PP3 batteries! So I reported this to ebay and was told he's doing nothing wrong!!!! SERIOUSLY?!?! How do I find the cheapest pp3 battery if 50 of them say 99p?! 50% of Ebay sellers are CHEATING!

Omg somebody who actually uses edge?!?!? I can't get the hang of that horrid interface. Edge is what I use when another browser fails to load a page. It's the freebie on your computer when you get it home from the shop, which you use to download a real browser.
Anyway, I didn't see it down there as it's not part of the item listing!!!

What an insane response. The prices range slowly from 99p towards the price of one. I don't know the price of one because people sell them at all sorts of different prices! And different pack sizes! If I sort by cheapest, I expect the cheapest battery, not some other item! THESE SELLERS ARE CHEATING THE SYSTEM AND I WILL NOT STOP COMPLAINING TO EBAY UNTIL EVERY SINGLE SCAMMER IS REMOVED. I DO NOT TOLERATE COWBOYS.

How do I find the cheapest pp3 battery if 50 of them say 99p?
Enter your search keywords, search buy-it-now listings and sort by "Price plus shipping: HIGHEST first" (not lowest). Then set a price range that excludes listings that fall outside a reasonable price to get the results to a small number. Jump to the end of the results and then scroll UP instead of down.
If you do that, your results will sort by the highest-priced variation in your range rather than the lowest, and you can avoid all the 99p variations that have nothing to do with what you are looking for.

But I still have to guess where the sensible price one will be. And they will overlap. Some sellers will have a battery at £2.50, and some sellers will have a battery holder at £2.80 and a battery at £4.
And it's a hell of a hassle to do all that anyway, instead of just typing "PP3". Which I could do if sellers didn't cheat. If your title is batteries, that's what you should be selling. Ebay actually prohibits multi-listings for things which are not very similar. But if you report one, they say there's nothing wrong with it. I'll be having an angry discussion on the phone with them, since they don't do online chats anymore, now they can experience my anger.

On desktop the three vertical dots are located just above the Report this item text link, if you click on that 3 dot icon you get an option to Help & Report, just click on that:

Yes I do have other browsers downloaded and just tried it on google chrome.
Same result the ? is there bottom right hand corner.
But to be honest the edge works OK for me.
Maybe your PC, Browsers etc: need updating
