Only one lot received of 2 sent with combined postage

Hi I recently bought 2 lots of spoons from the same seller, both were auction lots. The postage was combined and they were sent by ebay simple delivery, however the package only contained one of the lots. Both lots are showing as delivered. What can I do ?

Open a not as described claim,missing parts/incomplete.DON'T open a not received claim as tracking number will state otherwise and claim would close.
