The tracking ID related toy order shows it has been delivered to Ireland, I'm in England. Seller said sometimes tracking ID is incorrect then sent me a message with a random picture of my supposed parcel (parcel doesn't show my name or address) with a different tracking ID (Amazon) and says this is proof of delivery (I've not receive parcel). At no point did I get any notifications by either Royal Mail or Amazon that parcel was out for delivery or that the parcel had been delivered. Seller refusing to help and now got to wait until 17th March for ebay to get involved.

When tracking is incorrect, you don't have to wait to ask for help. It is better not to open an Item Not Received case because eBay will find against you automatically (they go by tracking). The courier has a duty of care to delivery securely to you. So when the courier fails, go to the person who arranged the service. This could mean going to the Seller when they are a Business Seller, or Private Seller using Custom Delivery. Or going to eBay when it is their Simple Delivery Service. Again, no need to wait to do this.
Before you contact the person who arranged the courier, click through on tracking to gather all the details about where this was delivered:
- does the photo match your address? (you said not)
- is the photo of it being given to you, or put in your pre-designated 'safe place'?
- is the postcode / GPS correct?
- is the signature correct?
They should refund you in full, including postage cost.
This is easier than going to your payment provider but if it doesn't work, take that same evidence to your payment provider to request a Chargeback. Good luck!

I think that's unnecessarily complicated advice.
Rather than "go[ing] to the person who arranged the service" depending on whether you bought from a business or a private seller (or even a business trading on a private account...) it would be far better to deal specifically with your issue.
I've had a quick look at your recent feedback and I think I know from whom who you purchased. I also think the seller may actually be in China but using fake UK location and contact details.
That the seller has sent you a random picture with a different (Amazon) tracking ID is irrelevant: it is the tracking details logged on eBay which matter, anything else is of no importance.
It is always much better to take things step-by-step than by giving "if this do that, if not this do something else..." advice as more often than not that type of advice simply confuses matters. Starting at the beginning, then:
- What is the item number, when did you make your purchase and what was the estimated delivery date on the order?
- What is the Tracking Number logged against the order on eBay?
