Bought pc part

5 days ago only to get a message today saying it got damaged and they cancelled the order another 3-5 days for the money to come back.  

They said it was posted and gave tracking for it day after payment yet they have relisted it today.  peed off with the time wasting on this site and theirs nothing you can do but wait🤬  we need a report link for this.

You can of course leave appropriate feedback remembering to keep it polite, factual, and to the point.  Something like 'Seller failed to honour the sale' is sufficient.

You can also report the seller if you wish but please note that eBay won't tell you the outcome if any:

Same has happened to me. The worst part besides the time-waste, is ...they relist it. You can't  give feedback either.

You should be able to leave feedback.  The only time feedback can't be left is when the sale is cancelled for non payment.
