Raging at this and can't get to speak to anyone. Bought an iPhone that was blacklisted, returned it and eBay refunded me 50% what can I do?

If the seller is top rated they will have been able to put a 50% refund through. It is supposed to be for if the buyer abuses the returns process by for eg, returning an item damaged or incomplete.
If you go to eBay help section you can ask for a call back to speak to them and ask how you can dispute it.

There should also be an option in the return case, once it`s closed, for you to appeal the refund. A seller did this to me once and i appealed it and got the rest back.

But it's not available 24 hours a day.
Weekdays 8am - 10pm, weekends 9am - 6pm.
If appealing eBay doesn't work try contacting your payment provider.
If you paid by PayPal open a case in their resolution centre for the balance of the refund.
Alternatively if you paid by debit/credit card contact your bank and initiate a chargeback.
