Best offers page will not load

Hi I am trying to put on best offers with various sellers on ebay uk and the page won't load all it says is (www.ebay.com refused to connect) would anyone know what this fault is

Hi I have just placed some best offers on items this morning and they all seem to work fine

i will also try a few more later on today and if there any issuues I will let you know immediately.
