American seller will not refund

I bought two wigs from an American seller, who appears to act as third party seller for a French company, Tressallure.  The wigs come into the UK from France.  The first, arrived and was returned as it was not as shown.  The photography, when it appeared on ebay after purchase, showed an entirely different wig.  I asked the seller to cancel the second wig due to the issues with the first.  Seller stated that the 2nd wig had been sent out.  I received a notification in the post from Royal Mail advising that I was being charged over £40.00 - for a wig that I did not want.  I refused to pay HMRC.  The wig sat in Customs for about a month and Customs returned it to the seller.  I have contacted the seller several times requesting a refund.  They have ignored me.  Charge back was refused due to the Customs issues - again!  Ebay, finally stepped in and refunded on the first wig, but refused to refund on the second due to the customs charges, which they said I should have paid!  The seller refuses to refund, ignores me and ebay expected me to pay customs' duty on item that I did not want, thus causing me to lose further funds.  This is no way to treat cancer, alopecia, etc patients.    I do not buy from any American or European seller, now, with the possible exception of Ukraine, whom I will always support.  This situation is untenable and unethical.  BE VERY CAREFUL WHEN BUYING FROM OVERSEAS SELLERS - "UNEXPECTED CHARGES..."

FOOTNOTE ON AMERICAN SELLER WHO REFUSES TO REFUND ON RETURNED ITEMS:

I note that there is a post advising the ebay is not permitting purchase of goods originating with USA based American sellers.  So, why did ebay penalise me when I was scammed out of my money by am American seller?

It is on the buyer to pay customs charges for items from outside the UK as you are classed as the importer. By refusing to pay the customs charges, you've forefitted your buyer protection. The "correct" course of action was to pay, then return. You should have been refunded the customs charges if it was returned as not as described.

 A sad but salutary  lesson for all - it can be complex ordering from overseas with customs, inport duties and consumer rights - it is something that not many will have come across and can cause upset and confusion the first time.

 

As a foot note, is it very wise to be ordering wigs online, they are so very personal and so important to people's self esteem in often difficult circumstances.

 

Can you not find UK based wig makers who could make your decision making personal, enjoyable and help you regain a little self worth ?
