emailed seller no response ---for refund --eBay is saying contact seller ---then saying--- you are not authorised to perform this action at this time ?----- any one got any ideas ---thanks

Did you use Ebay's returns or case system, as you should have done...?  Or did you return outside of Ebay...?

You say you followed Ebays return policy, but to what extent?
if the item was not as described, you should have opened a return requesting a return label, which the seller provides and pays for, which is normally a tracked royal mail label. If they don`t provide one within 8 days, you can ask Ebay to step in and they`ll provide it and charge the seller, Once returned, sellers refunds in full.
If by any chance you returned the item and paid for it yourself, it needed to be tracked to prove return and as such, you`d need to enter the tracking number into the return, but if you returned it and just used normal 1st or 2nd class without any tracking, your unlikely to be refunded, because you can`t prove delivery.
