I bought a vintage leatherman tool from the us at the start of the year. The item dident arrive and contacted the seller for help which did not go far.

does any body know how to ask ebay to as wont let me

You've left it far too long. You have 30 days from the estimated delivery date on the order in which to open a case on Ebay, and 180 days from purchase date in which to open one in PayPal.

In other words, Ebay and Paypal can't help you. All you can do is treat this as a learning curve.

So you're not caught out in future, read Ebay's 30-day Money Back Guarantee (on every listing, and in various other places across the site), and read the Buyer Protection information PayPal provides on the payment confirmation email you receive when making a purchase, as well as the information provided on their site.

Ebay give you 30 days from expected delivery to open a case and PayPal give you 180 days from payment,.  I think you are out of time for either.
