how do I cancel an item I won in auction that was damaged with bits missing

How do I cancel a transaction for an item I have won, which when I went to collect and pay for the item, the item had damage and bits missing that was not mentioned in the listing so I declined to pay and receive it.

Buyers can't cancel transactions. They have to be actioned by the seller. 

 

But don't worry about it.  You sensibly didn't pay with PayPal (collecton items should only ever be paid for in cash or by bank transfer, once you've fully examined the item and are 100% happy with it), so there is nothing you need to do.  Ebay has no interest in whether you pay for an item or not, as they get their selling fee the second an item is bought or an auction won, not when the buyer pays.  It is up to the seller to cancel the transaction as 'buyer requested' so that he gets the selling fee credited back to his Ebay account.   If he doesn't do that, he'll be stuck with the selling fee.  Any payment reminders Ebay may be send can be safely ignored, and will stop being sent after a month or so.

Just ask the seller to send you a cancellation request. That way they will also get a refund of their selling fee.
