I bought an item from a seller on eBay. It has not arrived and so I contacted the seller. The item was tracked and shows it was delivered on a certain time and date to me, and it also says Delevery Recorded. Who pays in this case. I would rather work with the seller than open a none arrival case.
If tracking has shown delivery then the opening of a case will not help you, as it would close in the seller's favour.
Do you know your postie? Can you ask them if they remember if they left an item in some ' safe' place around your property.
Or, if courier delivered, then indeed you will have to ask for the seller's coperation here, as couriers will usually only converse with the sender of an item, and not the recipient.
